Mr. Samaniego brings to West Covina a lifelong appreciation for the environment and a commitment to providing the best environmental resources and services to the public.

He oversees Environmental Management Department programs including residential and commercial waste collection, recycling, graffiti abatement, employee commute management, and Air Quality Alternative Fuels. Additionally, he serves as the City's Local Enforcement Agency (LEA) having state regulatory enforcement authority over the closed BKK landfill.

Mr. Samaniego holds a bachelor's degree in biology with an emphasis in environmental studies from California State University-Long Beach and is a Registered Environmental Health Specialist. He began his career in 1978 as an environmental health inspector with the Riverside County Environmental Health Department. Later, he was promoted to a supervisor role overseeing landfills and waste collection. Mr. Samaniego helped establish and instructed the University of California-Riverside Extension Program's Solid Waste Management course curriculum and currently serves on Advisory Board to the University of California-Los Angeles (UCLA) Extension Program's Recycling and Municipal Solid Waste Management Certificate Program.

In 1992, Mr. Samaniego came to West Covina as manager of the Waste Management Enforcement Agency overseeing the BKK Landfill and was later promoted to Environmental Management Director. He also served as interim Community Services Director from 2003 to 2006.

Mr. Samaniego has served on the Enforcement Advisory Council to the California Integrated Waste Management Board and as president of both local and state California Environmental Health Associations. He is currently a sustaining member of the Past President Advisory Council, representing all Environmental Health Specialists in the State of California. Additionally, Mr. Samaniego is a current board member and past president of the Citrus Valley Health Foundation 2100 Club Board of Directors.
