Paul Segalla was appointed as the Fire Chief of the West Covina Fire Department on January 7, 2008.
Paul has been in the uniformed fire service since 1979, beginning his career as a paid on call firefighter in Harvey, Illinois. The true beginning of his fire service dream began when he was five years old and started to visit local firehouses.
Paul Segalla recently served as the Fire Officer Program Director for the University of Illinois Fire Service Institute. In this position, he also coordinated all of the Institute's activities in the Chicago Metro Region covering nine counties in northern Illinois.
From 2002 through 2005 he was the Fire Chief of the Lockport Township Fire District and had previously served as Deputy Chief for the Downers Grove Fire Department. In addition he was a Lieutenant for the Aurora Fire Department and also performed as a part time employee for the Berkeley and Harvey Fire Departments. During his tenure with the Downers Grove Fire Department he was part of the team that secured Internationally Accredited Status for the department, making it one of the first 44 departments in the world to accomplish this goal. He has intensive experience in staffing plans; station location and resource deployment; strategic planning; mergers, consolidations and shared service agreements.
Paul's educational accomplishments include an Associate Degree in Fire Science Technology, a Baccalaureate Degree in Fire Service Management and a Master's Degree in Public Administration. He is a graduate of the National Fire Academy's Executive Fire Officer Program (EFO) and has also completed High Performance Organization training from the University of Virginia.
Chief Segalla is a member of various fire service organizations, including the International Association of Fire Chiefs, the California Fire Chiefs Association and the Illinois Fire Chiefs Association (IFCA), and serves as the Grant Committee Chairman for the Board of Directors of the IFCA Educational and Research Foundation. He instructed for the Illinois Fire Service Institute and the Illinois Fire Chiefs Association. He has taught throughout the Midwest in the areas of Planning, Incident Management, Unified Command and Officer Development.
