Mr. Andrew Pasmant is the City Manager of the City of West Covina and the Executive Director of the Community Development Commission, positions he has held since October 2001. Mr. Pasmant has over 30 years of work experience in Economic Development, Contract Administration, and Public Administration in both the public and private sector. Over his career he has held various positions in multiple communities including: South Gate, Huntington Park and Montebello. Prior to his employment with the City of West Covina, he served as the City Manager of the City of South Gate.

In his public career, he has negotiated and overseen many complex multi-million dollar projects and possess significant experience in various facets of implementing successful economic development programs and construction management involving housing, commercial, industrial developments as well as mixed use and downtown revitalization projects.

Mr. Pasmant has a Masters Degree in Business Administration from the University of La Verne, and a Bachelor of Arts Degree in Urban Studies from California State University at Los Angeles.

Mr. Pasmant is currently a Member of the West Covina Lions Club; Citrus Valley Health Foundation 2100 Club, West Covina Rose Float Foundation; West Covina Mounted Police Unit; San Gabriel Valley City Managers' Association; a former member of the City Managers' Board of Directors for the Gateway Cities Council of Governments; and has served on other community based philanthropic organizations.

Mr. Pasmant is native of Southern California, where he lives with his wife and six children.
