Doug McIsaac brings 21 years of experience as a city planner to the position of Planning Director. Mr. McIsaac came to West Covina in 1996 as Principal Planner before being promoted to the position of City Planner in 1998 and Planning Director in 2000. Before coming to West Covina, Mr. McIsaac was a city planner for the cities of Redondo Beach, Laguna Beach, and San Bernardino.

As Planning Director, Mr. McIsaac is responsible for matters related to land use and the physical development of the City. This includes review of new development projects and administration of the City's General Plan and zoning regulations. Mr. McIsaac is responsible for providing sound professional advice and guidance to the City in making decisions and establishing policy regarding the future growth and development of the community.

Mr. McIsaac's professional experience includes background in the areas of environmental analysis, site planning, urban design, architecture, transportation planning, historic preservation, development of general plans and zoning regulations, and regional planning. In West Covina, Mr. McIsaac was responsible for the review and analysis of plans to develop a one million-square foot technology center and 18-hole golf course at the site of the former BKK Landfill and guided the preparation of an environmental impact report for that project and the Final Closure and Postclosure Maintenance Plan for the Class III unit of the landfill.

Mr. McIsaac received his Bachelor's degree in Geography with an emphasis in Urban Studies from California State University, Fresno, and received a Master of Public Administration degree from California State University, Long Beach. In his personal life, Mr. McIsaac is actively involved in the ministries of his church, Powerhouse Christian Fellowship in Irvine.
