Department Budget Information
The Risk Management Department encompasses three staff positions. The Department's purpose is to identify and minimize exposures that could result in financial loss to the City. Risk Management is responsible for the administration of comprehensive loss prevention programs that incorporate current practices and philosophies that are most effective in preventing injuries, vehicular collisions, liabilities, and damage to equipment and materials. The Department provides consultation and management services in the areas of workers' compensation; general and auto liability; insurance procurement; employee insurance benefits, including life, long term disability, and State Disability; employee safety; uninsured losses; and public loss prevention.
FY 2001-2002 ACCOMPLISHMENTS
City Council reinstated the Risk Management Department effective fiscal year 2001-2002. Much time has been spent conducting a through review of both liability and workers' compensation cases. Staff initiated a request for proposal (RFP) process for the contracting of claims administration services relating to the City's workers' compensation and general liability programs. The transition of claims data has been completed. The uninsured loss and recovery program which provides coverage for City property damages due to accidental losses was also reinstated. Staff has been analyzing the safety training needs of the organization and CAL/OSHA requirements. A significant amount of attention has been given to general liability, workers' compensation, and loss prevention programs.
FY 2002-2003 ISSUES
Public and employee safety is Risk Management's greatest responsibility. Risk Management becomes involved in every action that could possibly involve a liability of any kind to the City as a whole, irrespective of the department involved, and recommends changes. The staff is versed in State and Federal laws relating to occupational health and safety, including CAL/OSHA. Staff strives to keep current in knowledge of principles, practices and methods of safety and loss prevention. Staff interacts daily with departments within the City regarding loss control issues. The City's Safety Committee has been re-implemented to assist in communicating safe work practices throughout the organization.
SIGNIFICANT WORK PROJECTS
Staff will oversee the processing of all workers' compensation and general liability claims. The Department will identify and arrange for training programs to assist employees in the performance of their job duties to minimize exposure to injury. Staff will be implementing a claims review process/program among departments.
BUDGET COMMENTS
The General Liability Fund (361-2830) covers insurance premiums for Independent Cities Risk Management Association (ICRMA) premiums, fire, vandalism, etc.
Costs related to general liability claims and litigation are tracked in 361-2830. Future costs are subject to variation from year to year and are not shown as a budget estimate. Expenditures are covered by a transfer from reserves. The $30,470 is the fee for Third-Party Administrator services.
