ACCOUNTING MANAGER

Job Summary

Under administrative direction from the Finance Director, coordinates the planning, development and control of the City's accounting system and financial record keeping activities; supervises accounting activities, and does related work as required.

Essential Functions
  1. Conducts monthly reviews of accounting entries.

  2. Prepares annual reports such as State Controller's Report and others for various governmental agencies.

  3. Assists in conducting financial review/internal control audits of all City departments and selected community businesses.

  4. Assists in preparation of financial statements and reports.

  5. Prepares and issues cost reports.

  6. Exercises technical and functional supervision over professional and technical staff.

  7. Supervises outside auditors in the review of City financial transactions and preparation of final reports.

Non-essential Functions
  1. Assists in the planning and conversion of City's accounting system to data processing.

  2. Reviews contracts, fiscal ordinances, resolutions and other documents for the Director of Finance.

  3. Serves as member of budget committee and other committee assignments (i.e. Vehicle Accident Committee and Department Representative for Emergency Management Plan Update).

  4. Conducts special studies and projects as assigned.

QUALIFICATIONS

Required Knowledges

Thorough knowledge of the principles and practices of accounting and auditing. Considerable knowledge of governmental financial record keeping and cost accounting procedures; the principles of budgeting, administration, and municipal organization; posting, ledger work, reconciliations, double-entry bookkeeping, arithmetic, and financial records; principles of supervision and training.

Education: A Bachelor's Degree with a major in accounting, finance administration or related field; CPA desirable.

Experience: Four years of professional accounting experience. Additional professional accounting experience may be substituted for the college education on the basis of two years of such experience for one year of the required education, to a maximum of two years.
