ACCOUNTING TECHNICIAN
Job Summary
Under general supervision, performs a variety of complex accounting and financial work utilizing an automated payroll system. Operates a computer and related peripheral equipment; assists in related complex clerical and technical accounting work; and performs related duties as assigned.
Essential Functions
- Processes payroll transactions for all City employees; implements data entry changes; calculates retirement, tax, medical, and other deductions.
- Maintains all payroll related files and magnetic tape library; balances and reconciles payroll journals.
- Prepares retirement, federal, state, and employment reports and related information.
- Inputs and retrieves computerized data relating to attendance, sick leave, general leave, and similar information; generates payroll warrants.
- Allocates payroll costs to appropriate labor and benefit accounts; reconciles and forwards payments to appropriate vendors/providers.
- Operates the City's computer and peripheral equipment; inputs and retrieves computerized data.
- Coordinates activities with other departments and sections; creates and assists in the development of new forms, methods and procedures.
- Assists City employees with questions specific to payroll transactions.
Non-essential Functions
- Provides clerical and technical support to other accounting activities during leaves and absences.
QUALIFICATIONS
Required Knowledges
Knowledge or principles and practices of data processing; office procedures and methods; computer operation and procedures; applicable Federal, State and local laws, rules, and regulations pertaining to payroll; principles, methods and practices of payroll and accounting; financial recordkeeping and data processing terminology.
Ability to operate a computer and peripheral equipment; prepare accurate and complete financial reports; compute and make calculations rapidly and accurately; communicate effectively, orally and in writing; and plan, organize, and coordinate work to meet deadline.
Education: Specialized courses in bookkeeping, accounting, and
data processing desirable.
Experience: Three years of increasingly responsible experience in financial systems and functions, e.g. complex payroll; purchasing; complex clerical and technical accounting work.
Skills: Typing - 40 WPM; operation of a computer terminal in the processing of numerical data; 10 Key by touch.
