ASSISTANT CITY MANAGER

Job Summary

To assist the City Manager in planning, organizing, and directing the activities of all City departments; to supervise the activities of the City manager's Office; to coordinate activities among and with other divisions and departments; to provide highly complex staff assistance to the City Manager and City Council; to be responsible for oversight of specific operational areas of the city as may be assigned by the City manager; to serve as the Acting City Manager in the City Manager's absence; and to do related work as required.

Essential Functions
  1. Assist the City manager in developing, planning, implementing, and administering Citywide goals and objectives, as well as policies and procedures necessary to provide or improve new or modified programs, systems, policies, and procedures. Perform or supervise comprehensive management analyses of a wide range of municipal policies, organization, procedures, budgetary and finance areas; provide staff assistance to the City Manager and City Council; prepare and present staff reports and other necessary correspondence.

  2. Provide highly complex staff assistance to the city Council, commissions, committees and the City Manager in matters related to a wide variety of City administration activities and programs.

  3. Provide direction, supervision and/or advice to City department management; prepare the City's work program; coordinate interdepartmental activities, as well as City activities with outside agencies and organizations.

  4. Exercise direct and indirect supervision over management, professional, and clerical staff. Assigns work activities; directs special projects and programs; monitors work flow, and reviews and evaluates work products, methods, and procedures.

  5. Serves as Acting City Manager in the City Manager's absence.

Non-essential Functions
  1. Assist the City Manager in directing the development and administration of the City's budget, which may include supervision of the preparation of the Executive Budget. Provide direct oversight of the management of the City Budget and City work program, including those management information systems established to track progress of the City operations toward achieving established goals.

  2. Direct, supervise, and participate in the City's legislative information program, ombudsman program and the community image program. supervise and direct the City's ombudsman Program; review and respond to the sensitive or complex citizen complaints or requests for information; oversee the preparation of City publications.

  3. Meet with members of the public including members of the business community and citizen groups to explain City policies, procedures, goals, and objectives; negotiate agreements and resolve difficult City administration related problems and questions.

QUALIFICATIONS

Required Knowledges

Knowledge of: modern principles, methods, and problems in municipal public administration including organization, personnel, and fiscal management systems and procedures; knowledge of research methodology, including statistical and financial analysis, and report preparation; knowledge of city government and intergovernmental relationships.

Education: Bachelors degree in public or business administration or related field. Masters degree desirable.

Experience: Five years of increasingly responsible professional or management experience in administrative analysis, and administrative research in a municipal government setting.
