ADMINISTRATIVE TECHNICIAN

Job Summary

Under general supervision, the Administrative Technician will be responsible for operating the City's document imaging equipment/computer for the purpose of maintaining and updating the citywide legislative history retrieval program, as well as performing a variety of general clerical, typing, and computer program functions. This position requires excellent interpersonal skills and the ability to perform essential tasks with a high degree of accuracy. Performs related duties as required.

ESSENTIAL FUNCTIONS
  1. Operate optical scanning equipment, verify information scanned, log documents and transfer scanned information into City's mainframe computer. Maintain start and stop points with the scanning of concurrent projects. The documents scanned will be accessible to other departments via computer query and the City's website.

  2. Work independently and complete work assigned; assume responsibility for details and accuracy. Prepare monthly status reports. Order and maintain appropriate forms as needed.

  3. Assist in the storage and retrieval of City documents, on and off site. May assist in the preparation of documents for microfilming or storage.

  4. Distribute, receive, and examine passport applications; verify identity of applicants; collect fees; execute applications by administering oath, and signing and affixing the City's authorized seal. Prepare and mail passport applications and fees by overnight express on a daily basis.

  5. Maintain daily passport computer software program and provide weekly statistics on the number of applications processed and funds received. Prepare related reports as necessary.

  6. Assist in the preparation and distribution of City Council agenda materials.

  7. Assist with the conduction of City elections: register voters, recruit board members, establish polling places, mail absentee voter ballots, verify signatures, and assist with the process on election night.

  8. Operate modern office equipment, including calculator, fax, copier, computer printer, and scanner. Perform tasks using various computer software programs, including Microsoft Windows (Word), passport document programs, imaging programs, and any other applicable software programs.

  9. Assist with answering the City Hall telephone line and general City Hall questions over the counter. Prepare general correspondence.

  10. Drive to off-site city buildings and other locations as required.

  11. Perform related duties as required.

QUALIFICATIONS

Knowledge, Skills, and Abilities

Knowledge of:
General office methods and techniques; records processing and maintenance procedures and systems; preparation of complicated documents requiring specialized typing and computer skills. Knowledge of English grammar, punctuation, spelling, and basic arithmetic.

Skills:
Keyboard (typing) at minimum of 40 words per minute. Proficiency with standard office equipment and personal computer software programs as required.

Ability to:
Communicate effectively both verbally and in writing; read, interpret, and make routine decisions in accordance with established policies, regulations and ordinances. Ability to interface with other departments and outside agencies in exchanging information and coordinating activities and projects. Ability to complete tasks independently.

Education and Experience Guidelines
Qualifying for consideration in the selection process will be based on the description listed above under Knowledge, Skills, and Abilities, and a combination of the education and experience requirements described below.

Education:
Graduation from high school or possession of a G.E.D. certificate from an accredited institution.

Experience:
Two years of general office experience, which include the utilization of computer programs, interacting with the general public, and performing detailed-oriented work.

Licenses/Certificates:
Possession of Class C California driver's license and a satisfactory driving record.

Special Requirements
Position requires fingerprinting, bonding, and proof of U.S. citizenship.

Physical Profile-Category I:
Positions in this category require physical abilities associated with the ability to read, write, and communicate in a work environment requiring no extraordinary physical strength or special physical qualifications.
