BUILDING/ENGINEERING PERMIT TECHNICIAN

Job Summary

Under general supervision, performs technical work involving the processing of permit applications, calculating fees, issuing permits, reviewing minor construction plans for code compliance and completeness; receives, logs, routes, and tracks various permits being processed; provides information to developers, contractors, homeowners, members of the public and private agencies at the counter and by telephone; and maintains related files and records.

Essential Functions
  1. Assists the public at the counter, processing construction plans, forms and permit applications for issuance of development and construction permits for commercial, industrial, and residential projects.

  2. Reviews permit applications, plans and specifications for compliance with applicable codes and standards; issues permits; calculates fees in accordance with established fee schedules; inputs information into a computer.

  3. Advises developers, contractors, homeowners, members of the public and private agencies at the counter and by telephone on matters pertaining to building codes, construction plan requirements, zoning regulations, municipal codes, and other information required by law.

  4. Maintains permit forms and handout materials related to permit requirements and issuance.

  5. Responds to inquiries and provides information related to permit procedures, policies and functions at the counter and over the telephone.

  6. Coordinates the microfilming of plans and drawings.

  7. Calculates and determines a variety of fees for plan checks, permits, taxes and other charges.

  8. Maintains records and logs of plans and applications submitted; directs the filing and routing of plans and permits to appropriate City departments and staff.

  9. Receives requests for inspection and schedules inspections.

QUALIFICATIONS

Required Knowledges

Knowledge of processes and procedures associated with various building or public works permits, record keeping and records management practices; knowledge of building codes and requirements; knowledge of good customer service practices, and knowledge of modern office equipment and methods. Knowledge of state contractor license and Workers' Compensation requirements highly desirable.

Education: Coursework in building/construction inspection or engineering is desirable.

Education beyond high school may be substituted for the require experience on the basis of I year of college being equivalent to 6 months experience up to a maximum of 1 year of the required experience.

Experience: TWO (2) years of permit issuance experience in a municipal department which requires the interpretation and applications of rules and regulations, or four years of increasingly responsible clerical experience requiring the application of policies and procedures.
