BUSINESS LICENSE INSPECTOR
Job Summary
Under general supervision administers and enforces the City Business License Ordinance by field inspection and examination of businesses and various sources to insure compliance, performs audits to verify business licensing reporting procedures, and does related work as required.
Essential Functions
- Selects, schedules and conducts audits on businesses to insure proper business licensing reporting requirements are followed, may utilize State and/or Federal tax records and payroll records to determine appropriate fees. Evaluates data collected in field to determine accuracy; calculates amount owing from any discrepancy; collects from businesses who have not reported accurately; may assess applicable penalty; may issue subpoenas to obtain necessary documents.
- Locates and contacts new or transferred businesses using information obtained from expired licenses, advertisements, fictitious name filings, phone directories and inquiries, Chamber listings, resale tax cards, County Assessor records. Inspects sales tax permits and their application to the city.
- Investigates possible violations of licensing regulations and endeavors to obtain cooperation, may initiate small claims action or misdemeanor criminal complaints, after consultation with District Attorney, against those in violation of City business ordinances. May represent the City in court.
Non-essential Functions
- Prepares and sends renewal and delinquent notices to businesses for licenses, games of skill and science permits, bingo permits and dance and entertainment permits.
- Assists public regarding various procedures for obtaining business licenses, permits, tax numbers and fictitious name filings, assists public in completing applications for licenses; accepts payment for fees and issues receipts; makes reports and accounts for money received.
- May report violations of Municipal Code observed while in the field to appropriate City department.
- Performs related duties as required.
QUALIFICATIONS
Required Knowledges
Knowledge of municipal tax, business license and related revenue and control ordinances, their purposes and methods of administration; knowledge of business accounting and office systems methods, and of the forms and procedures involved in collecting bills.
Experience: A minimum of two years experience in a business setting involving extensive and sensitive public contact; i.e., auditing collections or investigations.
Education: College level courses in business, accounting, psychology or related fields.
Licenses: A valid California driver's license is required.
