COMMUNITY TELEVISION PRODUCER
Job Summary
Under the general supervision of the Assistant City Manager functions as the producer for West Covina Community Television (WCCT), in association with Mount San Antonio College (MSAC) and the franchise cable operator. Produces or supervises and coordinates the production of local-origination community television programs including: weekly news, series, specials, promotional and I.D. (station identification) spots, and instructional and informational programs. May act as director, editor and/or on-camera talent. Creates and provides daily program logs and schedules, and schedules facility use for WCCT.
Essential Functions
- Produce, develop, coordinate and televise television programming as required by the City on WCCT, to include programs such as a weekly local news program, City Council and Commission meetings, City news reports, City projects, various community events and any other programming as may be required.
- Coordinate production requests with MSAC Media Services staff, and develop production schedules and crew assignments.
- Work with the MSAC Director of Television Production and Broadcasting to develop program schedule and daily log.
- Design, create and produce professional quality television programs consistent with current trends and within production budgets.
- Establish effective working relationships with other municipal agencies, private organizations, community groups, and the cable operator, in overseeing the production, scheduling and cablecasting of local access programming.
- Provide the Assistant City Manager and MSAC Director of Television Production and Broadcasting with monthly reports of activity, including copies of program logs, local production statistics and current production budget information.
- May work with Department Heads to establish community television system usage goals and objectives.
QUALIFICATIONS
Required Knowledge and Abilities:
Knowledge necessary to direct complex multi-camera productions.
Knowledge of broadcast and/or cable television station operations, including news programming; television production methods and procedures. Knowledge and ability of: script writing, production shooting and post-production techniques.
Knowledge of and ability to use or operate commonly used broadcast equipment including non-linear-based editing systems, and ENG and EFP operations (electronic news gathering and electronic field production).
Ability to work both independently and cooperatively with others, execute multiple tasks and projects, possess excellent communication skills, and work variable hours.
Experience: A minimum of two years, experience in the cable television industry with a strong background in hands-on production.
Education: BA degree or equivalent, or certificate in television production or a related field is highly desirable.
Licenses: Valid California Driver's License required.
Working Conditions: Incumbents must be able to stand and sit for long periods of time; perform functions that require bending and stooping; work inside as well as outdoors; and lift and transport equipment related to the position. Incumbents may be subject to moderate exposure to dust, temperature, noise and inclement weather.
