COMPUTER SYSTEMS ADMINISTRATOR
Job Summary
Under general supervision, performs a variety of specialized duties in connection with the administration of the operation and maintenance of the City's computer information system, and related work as required.
Essential Functions
- Assists departments with assessing hardware and software needs, negotiates pricing with vendors and makes purchases.
- Responsible for and oversees the entire range of Information Systems. Supervises daily operations in the absence of the supervisor. Reports to the Finance Director.
- Research software and hardware, attend classes, and maintain a working knowledge of networking, information processing, microcomputer hardware, software, and procedures, in order to plan for future and current needs.
- Provides technical assistance, which includes troubleshooting and diagnosing user reported problems, and network related problems for all departments except Police.
- Provides technical assistance to users for personal computer operations utilizing word processing, desktop publishing, database management, graphics, spreadsheets, and other City utilized applications.
- Maintains the Remote Access Server for department executives, enabling them to access the network system from a remote location; also maintains Microsoft Exchange Server (E-mail), Proxy Server (Internet), SunPro Server (Fire Department Database), File Server, APPS Server, Printer Server, and Inventory Database.
- Performs general maintenance of computer equipment, which includes repairing and upgrading personal computers, replacing faulty equipment, network equipment, and printers.
- Installs and upgrades computer hardware and software.
- Performs computer system backup, changing passwords, and adding users to the network system.
- Provides Help Desk assistance, evaluating problems and resolving issues by telephone and in person.
- Works with Website Developer and City staff to update the West Covina Home Page.
QUALIFICATIONS
Required Knowledge and Abilities:
Knowledge of the operations, uses, and capabilities of personal computers, HP mainframe and printer operations. Knowledge of network applications including Exchange, System Server, and User Manager. Knowledge of software applications such as Desktop Publishing, Internet Browser, Microsoft Office, E-mail, Windows Operating Systems; Windows NT Server and workstations, Back Office; HDL Sales Tax, Property Tax, Business License, Sierra Plus, MetroScan, and Fact Plus. In addition, knowledge of TCP/IP connectivity including Ethernet NICS, hubs, cables, and related hardware and concepts. Good problem solving and customer service techniques are also required.
Abilities: Research and recommend the purchase of network equipment, services and supplies. Coordinate, direct and supervise computer network systems and operations. Prepare work plans and time estimates for projects and proposed systems. Develop and recommend cost effective technical systems improvements for computer network operations. Communicate clearly and concisely, both orally and in writing. Establish and maintain cooperative working relationships with those contacted in the course of work.
Experience and Training Guidelines: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be;
Education: A Bachelor's Degree or equivalent in Computer Science or Management Information Systems or a closely related field; and
Experience: Three or more years of experience working with both personal and mainframe computer hardware, including network systems, as well as a variety of software applications.
Licenses: Possession of or the ability to obtain a valid California Class C Driver's License.
