CONTRACT COORDINATOR
Job Summary
Under general supervision of the Park Maintenance Supervisor, assigns, evaluates, and inspects the work of contractors involved with the maintenance of City parks, medians, rights-of-way, street trees and maintenance districts, to ensure that the work meets standards.
Essential Functions
- Assign, inspect, and monitor the work of outside contractors responsible for maintenance of City parks, medians, rights-of-way, street trees and maintenance districts; make recommendations to Park maintenance Supervisor as appropriate.
- Respond to, investigate, and resolve citizen inquiries and complaints, which may be difficult or sensitive in nature; recommend action pertaining to requests.
- Inspect invoices for accuracy for contractual work performed; maintain records on contractors' performance; perform a variety of record-keeping functions.
- Program, operate, and monitor irrigation systems; trouble shoot operational problems and errors; make adjustments as needed.
- Perform street tree maintenance as needed.
- Maintain monthly work records and photographs of landscape areas.
- Obtain price quotations and process purchasing of plants, trees, and irrigation supplies.
- Assist with the bid process, including the drafting of specifications, for the procurement of services and supplies.
- Assist with budget preparation and monitoring for the park maintenance division.
- Perform related duties as required.
QUALIFICATIONS
Required Knowledge and Abilities:
Knowledge of: Principles and procedures of contract administration; principles and procedures of horticulture and irrigation systems; methods and techniques of general construction, maintenance and repair related to the area of work assigned; principles and procedures of record-keeping and reporting; modern office procedures and equipment; pertinent rules and regulations governing pesticides and fertilizers; principles of park maintenance, trees, plants, and turf; methods to resolve grading, draining, erosion, irrigation, and traffic delineation. Computer skills highly desirable.
Ability to: Make critical decisions, e.g., anticipate changing circumstances and provide recommendations to ensure quality service; review and audit contracts relating to the maintenance of City parks, medians, rights-of-way, street trees, maintenance districts, and other related services as provided by the department; interpret and explain city contract policies and procedures; oversee and direct the work of assigned staff including contracted labor; perform a variety of skilled maintenance and manual tasks for extended periods of time and in unfavorable weather conditions; respond to requests and inquiries from the general public; communicate effectively both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.
Required Experience and Education: Three years of increasingly
responsible experience in -parks, landscape or tree maintenance,
including one year of lead or supervisory experience.
Specialized technical training/course work in landscape maintenance or related field is highly desirable.
License: Possession of, or ability to obtain: 1) State of California Department of Pesticide Regulation Qualified Applicator Certificate; 2) Class A Commercial Driver's License within six months of employment.
Working Conditions: Office and field environment; sustained posture in a seated position at a desk or computer for prolonged periods of time; travel from site to site; exposure to dust, noise and traffic; work in inclement weather conditions; work on elevated levels or ladders; work on rough terrain and muddy conditions. When working job sites, will have to bend, stoop, squat, twist, stand, and walk for long periods of time. Operate motorized vehicles and equipment.
