DEPUTY CITY ENGINEER
Job Summary
Under administrative direction, supervises and participates in a variety of professional engineering work involving public works; manages the day-to-day functions of the Engineering Division of the Public Works Department; and does related work as required.
Essential Functions
- Prepares designs, plans, and specifications for a wide variety of public works projects which may involve streets, traffic safety, street lighting, public buildings, sidewalks, parking lots, or public infrastructure facilities.
- Administers contracts for public works projects.
- Supervises and performs inspections on construction projects, engineering surveys, and special studies.
- Coordinates office engineering designs with the work of field engineering crews and other personnel.
- Provides technical assistance and engineering information to contractors, developers, engineers, and members of the public.
- Conducts, attends and participates in meetings as requested.
- Answers public inquiries and complaints in such matters as special district projects, assessments, and taxes; coordinates special programs as assigned, such as street and safety lighting and sidewalks.
- Supervises professional and technical engineering staff and represents the City Engineer as assigned.
- Checks plans submitted by developers for compliance with City standards and accepted engineering practices.
- Participates in basic administrative activities, e.g.: budgeting, planning and program coordination associated with general operation of the department.
- Provides highly complex staff assistance to the City Engineer.
- May act as Public Works Director/City Engineer in his/her absence.
QUALIFICATIONS
Knowledge and Ability
Thorough knowledge of:
- advanced civil engineering principles and practices;
- the design and construction of public facilities, field surveying, construction practices, sanitary landfill operations, and inspection methods;
- engineering mathematics, mechanics, strength of materials, and the proper use of materials in public works construction;
- working knowledge of processing right-of-way acquisitions; public works specifications, sources of engineering information, property description preparation;
- municipal laws and ordinances; administrative engineering, engineering economics, cost accounting, budgets, personnel administration, and principles of management and supervision.
Ability to:
- assume responsibility for an assignment in general terms, where only the objective is given to conceive, plan, and carry out a reasonable solution;
- create and design public works projects of all types;
- check designs, drafting, and specifications, and to certify their accuracy;
- perform technical research and make detailed analysis and prepare complete reports;
- draft and prepare specifications;
- assist in budget preparation, supervise and coordinate the work of professional and sub-professional engineering personnel;
- establish cooperative working relationships and to communicate effectively verbally and in writing;
- operate modern office equipment, including computer equipment and software.
Education and Experience
Qualifying for consideration in the selection process will be based on the description listed above under Knowledge and Ability, and a combination of the Experience and Education requirements described below.
Education:
A Bachelor's degree in civil engineering or related engineering field is required. Additional graduate training in civil engineering, engineering economics, public administration, and/or related fields is highly desirable.
Experience:
Five years of increasingly responsible professional civil engineering experience involving the planning, design, and construction of major public works projects is required, including two years of related supervisory experience.
Licenses/Certificates:
A valid certificate of registration as Civil Engineer issued by the California State Board of Registration for Professional Engineers and Professional Land Surveyors is required. A valid California Class C Driver's License is also required.
Physical Profile:
This position requires extensive and repetitive physical activity involving the arms, wrists, and hands, including writing and using a keyboard. It also requires physical abilities associated with the ability to read, write and communicate in a work environment requiring no extraordinary physical strength or other special physical qualifications.
