FIRE CAPTAIN

Job Summary

Under direction, commands a first company and fire station on an assigned shift responding to fires and emergencies; supervises a systematic and intensive program of company fire prevention and prefire planning inspections; participates in coordinating and performing assigned departmental administrative activities; performs related work as required.

Essential Functions
  1. Responds to alarms and directs the route to be taken to the fire; decides firefighting methods to be employed, and the need for additional assistance; activates the standardized Emergency Management System.

  2. Supervises and assigns crews in the process of firefighting and related life and property protection.

  3. Supervises the upkeep of station grounds, all equipment, and apparatus assigned to the station.

  4. Distributes educational material and educates the public in fire prevention.

  5. May perform duties as a Fire Investigator, within and outside the City of West Covina as needed.

  6. Inspects and tests fire equipment and apparatus assigned to company.

  7. Accurately maintains logs and other periodic special activity records.

  8. Supervises and participates in the in-service training of probationary and regular firefighters.

  9. Inspects business establishments, residences, public buildings, warehouses, and other buildings in the enforcement of laws and regulations pertaining to fire prevention; prepares reports and maintains records of inspections.

  10. Prepares and recommends changes in fire regulations required to keep pace with current fire safety developments.

  11. Meets with business and industrial representatives in order to secure cooperation of fire prevention measures.

  12. Prepares a plan for extending Department services to a specific geographical area covered by his/her station.

  13. Speaks to groups to encourage outside support of department programs and other activities related to fire prevention.

  14. Prepares annual and special reports.

  15. Performs related administrative duties such as serving on local boards, participates in staff meetings, and acts as Battalion Chief as needed.

QUALIFICATIONS

Required Knowledges

Thorough knowledge of: the principles and practices of fire prevention and suppression; the use and maintenance of fire fighting equipment and apparatus; City geography, fire hazards, hazardous materials, and fire fighting resources, such as personnel, equipment, water supply, and communications; court procedure entailed in fire prevention enforcement; and first aid. Ability to: operate all types of fire fighting equipment and apparatus and to instruct others in such operations under normal and emergency or hazardous conditions; lead and train firefighters, lay out and direct their work, and to maintain effective discipline and morale; keep records and prepare reports accurately; establish and maintain effective working relationships with fellow employees and the public;

Education: 21 college units leading to an A.A. Degree in Fire Science, including 18 mandatory units taken from the prescribed list published by the Fire Chief and approved by the Human Resources Department, and five years firefighting experience with the City of West Covina.

Experience: Five years of firefighting experience.

Substitution: Experience may be substituted for non-mandatory units as follows: one unit per full year at 5th step Firefighter, and/or 4th or 5th step Fire Engineer, with time based on a cumulative total, starting not earlier than three and on-half years after initial appointment.

License: A valid California Motor Vehicle Operator's License. EMT Certified.

Working conditions: Requires climbing, lifting, stooping, crawling and lifting a minimum of 50 pounds.
