When Can I File An Application for Employment?
Applications are accepted only for positions that are in the open recruitment process. Jobs open for application filing are announced on the counter at the Human Resources Department in City Hall and on the City's 24-hour Job Hotline, which can be reached by calling (626) 939-8452. The City frequently advertises job openings in the SGV TRIBUNE and other appropriate newspapers. Applications for open positions may be obtained from the Human Resources Department, or requested by telephone or mail. Office hours are Monday-Thursday 7:30 a.m. - 5:30 p.m., and Fridays 8:00 a.m. - 5:00 p.m. Completed applications are accepted during the same hours or may be mailed, however, they must be received by 5:00 p.m. on the closing date.

What if the Position I am Interested In is not Open, Can You Keep My Name on File?
Yes. The Human Resources Department maintains a file of "Job Interest Cards" which are used to notify interested persons when a specific job opens for application filing. The cards are available at the Human Resources Department counter. Simply put the exact title of the position you are interested in on the appropriate space and your name and address on the other side. If a recruitment opens for your position of interest within one year, the card will be mailed to you and you may then file an application for the position. City job descriptions are kept on the Human Resources Department counter.

Where Can I get Details About the Position, and the Examinations to be Used in the Testing Process?
All of this information is listed on the job bulletin for each recruitment. Job bulletins for open recruitments are available at the Human Resources Department counter. The bulletin also lists the opening and closing date for each recruitment. You may apply for as many jobs as you like, however, you must file a separate complete application for each position. General information about the City of West Covina and benefits (if applicable) are on the reverse side of the job bulletin.

How Do I Qualify for the Job?
The minimum requirements are listed in the "Qualifications" section on the job bulletin. Read the requirements carefully. A position may require college course work, a specific type and amount of experience, a license or certification, or simply skill, knowledge and ability in specific fields. You should be able to determine if you meet the minimum qualifications. If in doubt, submit your application and the Human Resources Department will determine if you meet the minimum requirements. Your application will be reviewed by the Human Resources staff for completeness and fulfillment of the requirements. Emphasize those areas which meet the specific requirements of the job. If you falsify any information on your application, you will be disqualified from consideration or terminated from employment.

How Long Does This Process Take?
In most cases, you should receive contact by mail from the Human Resources Department within 2 - 4 weeks following the application deadline of the recruitment. The notice will inform you when and where the first examination will take place if your application is accepted. You will also be notified by mail if your application is rejected. The type of examination is listed on the job bulletin. The testing may consist of one or any combination of:
  • rating of application
  • written exam
  • oral exam
  • performance exam
  • any other test deemed appropriate
If more than one test is involved, candidates will be so notified between each examination process. You should receive notification of the testing results within 1-2 weeks of the last test in the process.

What Happens After I Take the Examination(s)?
Your total examination score will determine your place on an "eligibility list." The City of West Covina utilizes a banding system. Band I is composed of the highest 30% of passing scores. Band II is the second 30% of highest passing scores and Band III is the remaining 40% of passing scores. You will also receive a notice if you were not successful in the examination process. When vacancies for the position exist, names are referred to the hiring City department. The department notifies applicants for selection interviews and determines which candidate it would like to hire for the available position.

What Should I Do if Called for a Selection Interview?
If you are called for a selection interview by a department, there are some things you should do. Remain calm, be prompt and dress appropriately. You may also want to review the job bulletin to prepare yourself for the interview. Remember, the selection interview is the time to show the hiring department that you are the best person for the job!

What Happens if I am Selected?
If you are selected as the top candidate by the department, you will receive a telephone call from the hiring department offering you the job. Once you have accepted the position, you may be advised to contact the Human Resources Department to schedule a physical examination, or complete any other documents. Physical examination results are usually received by the City within one week of the exam. Hiring departments are notified as soon as the City receives the information.

What Happens If I am Not Chosen?
Our objective is to hire the best person for the job. If you are not offered a position, your name remains on the eligibility list for a period of one year. When the list expires, you must reapply for the job.

How to Complete Your Application
  1. Your Employment Application must be completed on both sides, legibly. All questions must be answered. A resume may be added, but will not substitute for a completed application.

  2. The optional Affirmative Action Data Sheet will be separated from your application upon submittal. Your cooperation in completing this form will assist us with the City's Affirmative Action Plan.

  3. Your application must be received by the Human Resources Services Department before the filing deadline listed on the job flyer. Postmarks will not be accepted!

  4. Three post cards attached to the application are used to you notices during the recruitment process. You must fill them out with I your name, position applying for, and your current mailing address. If you move during the recruitment process, you must notify the Human Resources Department, so that your correct address will be on file.

If any of the above items are not completed as described, your application will be rejected.
