This ordinance will amend Section 16-53 of the Municipal Code regarding the impoundment of property. This ordinance will become effective 30 days after adoption on April 19, 2007. It is recommended that the City Council adopt the following ordinance:

a) Letter Supporting AB 1657 (Jeffrey's Law) Increase Penalties for Those that Provide Alcohol to Minors
It is recommended that the City Council support AB 1657, which increases the penalties to those that provide alcohol to minors and direct staff to forward letters supporting AB 1657 to all State elected officials representing the City of West Covina.

b) Policy and Criteria for Regularly Notifying Youth Athletic Employees and Involved Personnel that They Cannot Discriminate on the Basis of Gender in Activities or Programs They Operate
Staff recommends that the City Council accept the recommendation of the Community Services Commission to approve the policy and criteria for regularly notifying youth athletic employees and involved personnel that they cannot discriminate on the basis of gender in activities or programs they operate.

c) Lateral Police Officer Hiring Incentive
It is recommended that the City Council:

- Authorize the payment of $12,500 to be paid to Lateral Police Officers hired after 01-01-07. The $12,500 would be paid in four installments. The first installment of $5,000 would be paid upon the Lateral Officer's hire date; the second installment of $2,500 would be paid upon the successful completion of field training (minimum of 12 weeks); and the third installment of $2,500 would be paid upon the successful completion of probation (12 months). The final installment of $2,500 would be paid at the end of the second year of employment. Former employees are not eligible for the incentive program.
- Increase the pay level Lateral Police Officers can be brought in at to D Step instead of C Step, at the discretion of the Chief of Police, with the approval of the City Manager.
- Authorize an additional appropriation of $40,000 in 110.31.3120.5110 for the remainder of this fiscal year, and $90,000 for FY 2008-09, from General Fund Reserves. Subsequent incentive amounts will be incorporated into future budget processes.

It is recommended that the City Council authorize staff to issue a change order to create a pad at Azusa Avenue and A Street at the Big League Dreams (BLD) project site.
