This is the time when any member of the public may bring a matter to the attention of the Commission that is within the scope of duties assigned to the Commission. The Ralph M. Brown Act limits the Planning Commission and staff's ability to respond to comments on non-agendized matters at the time such comments are made. Thus, your comments may be agendized for a future meeting or referred to staff. The Commission may discuss or ask questions for clarification, if desired, at this time.
By policy of the Commission, Oral Communications at this time on the agenda is limited to a total of 15 minutes. Persons who are not afforded the opportunity to speak at this time may do so under Item E. later on the agenda.

HEARING PROCEDURE:
You are encouraged by this Commission to express your views on any matter set for public hearing. It is our procedure to first receive the report of the Planning staff, then to ask for public testimony; first from those in favor of the matter, followed by testimony from those in opposition to it, and, if there be opposition, to allow those in favor, rebuttal testimony only as to the points brought up in opposition. To testify on a matter, you need to simply come forward to the lectern at the appropriate time, give your name and address and make your statement. In addition, please fill out a speaker card provided at the podium so it will facilitate preparation of our minutes. Do not be concerned with your possible lack of experience in public hearings. We are interested in what you say, not your level of expertise as a public speaker. LOCATION: 420 South Glendora Avenue
REQUEST: The project consists of a precise plan to allow for the construction of a three-story 25,018-square foot specialized medical office building to replace the existing facility. In addition, a conditional use permit for the operation of an Institute of Philanthropic Nature has been requested.

LOCATION: 1122 North Azusa Canyon Road
REQUEST: The applicant is requesting the approval of a conditional use permit to install a 60-foot high wireless communications tower that will be designed as a mock pine tree located on the northwesterly corner of the lot. Three sets of four antennas will be located on the tower and an equipment enclosure will be located on the site. The applicant is also requesting a variance to locate a wireless communications antenna within a half-mile radius of another wireless communications tower.

CONFORMANCE SELF-CERTIFICATION AND
LOCAL IMPLEMENTATION REPORT (LIR)
Pursuant to Section 65089 of the California Government Code, the City of West Covina is required to submit an annual report to the Los Angeles County Metropolitan Transportation Authority (MTA) to verify conformance with the Congestion Management Program (CMP). An adopted Self-Certification Resolution and Local Implementation Report must be approved by the City Council and submitted to the MTA.

The City Council has directed the Planning Commission to consider potential locations in the City where a food bank might be appropriate.

APPLICANT: City of West Covina
LOCATION: Glendora Avenue/"Lakes" area
Staff will present an overview of the draft Master Plan for the development of the Glendora Avenue/Lakes area as a mixed use "urban village".

If the Commission desires to discuss an issue raised by a resident or take an action, the Commission may vote to agendize the matter for the next meeting. The Commission may discuss or ask questions for clarification, if desired, at this time.
