This is the time when any member of the public may bring a matter to the attention of the Commission that is within the scope of duties assigned to the Commission. The Ralph M. Brown Act limits the Planning Commission and staff's ability to respond to comments on non-agendized matters at the time such comments are made. Thus, your comments may be agendized for a future meeting or referred to staff. The Commission may discuss or ask questions for clarification, if desired, at this time.

By policy of the Commission, Oral Communications at this time on the agenda is limited to a total of 15 minutes. Persons who are not afforded the opportunity to speak at this time may do so under Item E. later on the agenda.

HEARING PROCEDURE:

You are encouraged by this Commission to express your views on any matter set for public hearing. It is our procedure to first receive the report of the Planning staff, then to ask for public testimony; first from those in favor of the matter, followed by testimony from those in opposition to it, and, if there be opposition, to allow those in favor, rebuttal testimony only as to the points brought up in opposition. To testify on a matter, you need to simply come forward to the lectern at the appropriate time, give your name and address and make your statement. In addition, please fill out a speaker card provided at the podium so it will facilitate preparation of our minutes. Do not be concerned with your possible lack of experience in public hearings. We are interested in what you say, not your level of expertise as a public speaker. After a hearing has been closed, you may not further speak on the matter unless requested to do so by a member of the Commission.

APPLICANT: Rowland Unified School District
LOCATION: 401 South Nogales Street, Nogales High School
REQUEST: The proposal is to establish a general plan and zoning designation (prezoning) for the 47-acre Nogales High School campus to be applied upon the proposed annexation of the site into the City. The following designations are proposed:

(1) A General Plan amendment to establish a General Plan land use designation of "Public Facilities, High School".

(2) A zone change to establish a zoning classification of "Public Building" (P-B).

LOCATION: 1829 East Garvey Avenue North
REQUEST: The applicant is proposing to construct an automobile service center. The proposed service center is three stories; the upper two-levels are a parking structure. To facilitate the project, the applicant requires the approval of precise plan to allow the construction of the automobile service center and a conditional use permit to allow for an auto repair garage, a car wash and auto rentals. The project is located in the "Service Commercial" (S-C) Zone.

REQUEST: The project consists of a request for a tentative parcel map to realign the property lines in a 65,610-square foot, two-lot commercial center and create two lots as follows: Lot A (34,002 sq. ft.), and Lot B (31,608 sq. ft.). This realignment is to facilitate future development on the site. No construction is proposed at this time. The project is located in the "Service-Commercial" (S-C) Zone.

The new home includes a first floor of 2,306 square feet and a second floor of 1,399 square feet. The project is located in the "Single-Family Residential" (R-1) Zone, Area District III.

LOCATION: 501 Vincent Avenue

The applicant is requesting approval to remodel an existing 66,256-square foot building and add nine standard parking stalls to the parking lot. The building will be used as three separate retail suites on the first story and office suites on the second story. The applicant is also proposing to demolish the existing nursery and convert the nursery into a turf pad, which may be developed into another retail suite at a later time. The subject property is zoned "Regional Commercial" (R-C).

A study session to discuss establishing a three-minute time limit for public input at Planning Commission Meetings.

Staff recommends that the Planning Commission provide direction as appropriate.
