A. OTHER MATTERS OR ORAL COMMUNICATIONS
This is the time when any member of the public may bring a matter to the attention of the Commission that is within the scope of duties assigned to the Commission. The Ralph M. Brown Act limits the Planning Commission and staff's ability to respond to comments on non-agendized matters at the time such comments are made. Thus, your comments may be agendized for a future meeting or referred to staff. The Commission may discuss or ask questions for clarification, if desired, at this time.
By policy of the Commission, Oral Communications at this time on the agenda is limited to a total of 15 minutes. Persons who are not afforded the opportunity to speak at this time may do so under Item E. later on the agenda.

HEARING PROCEDURE:
You are encouraged by this Commission to express your views on any matter set for public hearing. It is our procedure to first receive the report of the Planning staff, then to ask for public testimony; first from those in favor of the matter, followed by testimony from those in opposition to it, and, if there be opposition, to allow those in favor, rebuttal testimony only as to the points brought up in opposition. To testify on a matter, you need to simply come forward to the lectern at the appropriate time, give your name and address and make your statement. In addition, please fill out a speaker card provided at the podium so it will facilitate preparation of our minutes. Do not be concerned with your possible lack of experience in public hearings. We are interested in what you say, not your level of expertise as a public speaker. After a hearing has been closed, you may not further speak on the matter unless requested to do so by a member of the Commission.

NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT
APPLICANT: Thanh Kevin Lam and Jack Lee
LOCATION: 1007 and 933 South Orange Avenue
REQUEST: The project consists of a request to subdivide a 1.41-acre (61,823 square feet) site into seven single-family residential lots. In order to facilitate the development the following entitlements are required:
(1) A General Plan Amendment to change the land use designation on the site from "Suburban Residential" (2.1-4.0 Dwelling Units per Acre) to "Low Medium Residential" (4.1-8.0 Dwelling Units per Acre).
(2) A Westside Area Plan amendment to change the site's land use designation from "Suburban Residential" (2.1-4.0 Dwelling Units per Acre) to "Low Medium Residential" (4.1-8.0 Dwelling Units per Acre).
(3) A tentative tract map to subdivide the 1.41-acre site into seven single-family lots and a private street. The proposed lots range between 7,504 and 8,262 square feet in size.
(4) A variance to deviate from lot depth standards.

CATEGORICAL EXEMPTION
APPLICANT: Miguel Sandoval
LOCATION: 1408 East Larkwood Street
REQUEST: The applicant is requesting approval for an addition to an existing 2,509-square foot single-family home, including a 375-square foot attached garage. The project consists of a 30-square foot first-story addition and a 1,692-square foot second-story addition. The house with the proposed addition will be 4,256 square feet (including a 400-square foot attached garage). The project is located in the "Single-Family Residential" (R-1) Zone, Area District IIA.

LOCATION: 1525 East Amar Road
This project consists of a proposal to remodel the exterior of an existing supermarket located at the southeast corner of Sunset Avenue and Francisquito Avenue (North Gate Market). The applicant is proposing to complete architectural modifications to the facade as well as various improvements to the parking area. No addition or demolition of buildings is proposed.
