This is the time when any member of the public may bring a matter to the attention of the Commission that is within the scope of duties assigned to the Commission. The Ralph M. Brown Act limits the Planning Commission and staff's ability to respond to comments on non-agendized matters at the time such comments are made. Thus, your comments may be agendized for a future meeting or referred to staff. The Commission may discuss or ask questions for clarification, if desired, at this time.

By policy of the Commission, Oral Communications at this time on the agenda is limited to a total of 15 minutes. Persons who are not afforded the opportunity to speak at this time may do so under Item E later on the agenda.

HEARING PROCEDURE:

You are encouraged by this Commission to express your views on any matter set for public hearing. It is our procedure to first receive the report of the Planning staff, then to ask for public testimony; first from those in favor of the matter, followed by testimony from those in opposition to it, and, if there be opposition, to allow those in favor, rebuttal testimony only as to the points brought up in opposition. To testify on a matter, you need to simply come forward to the lectern at the appropriate time, give your name, and make your statement. In addition, please fill out a speaker card provided at the podium so it will facilitate preparation of our minutes. Do not be concerned with your possible lack of experience in public hearings. We are interested in what you say, not your level of expertise as a public speaker. LOCATION: 1408 East Larkwood Avenue
REQUEST: The applicant is requesting an addition to an existing 2,509-square foot single-family home, including a 375-square foot attached garage. The addition is a 55-square foot first story and a 1,458-square foot second story. The house with the proposed addition would be 4,023 square feet, including a 400-square foot attached garage. The project is located in the "Single-Family Residential" (R-1) Zone, Area District IIA.

REQUEST: The project consists of a request for a precise plan to allow for the redesign of a previously approved 35,346-square foot retail center. Additionally, the applicant is requesting a variance from development standards for front and rear setbacks.

REQUEST: The project consists of a request to vary from required development standards for side yard setback. The required side yard setback is 12 feet, 6 inches. The applicant is requesting a nine-foot side yard setback to construct an 839-square foot single-story addition at the rear of the home. The project is located in the "Single-Family Residential" (R-1) Zone, Area District I.

Three panel antennas will be mounted on the exterior of the sign. The freestanding sign will be constructed in conjunction with a new building for a Starbucks.

CODE AMENDMENT NO. 06-01
MUNICIPAL CODE STANDARDS REGARDING SECOND DRIVEWAYS

On May 16, 2006, the City Council initiated a code amendment regarding second driveways. The proposed code amendment consists of certain amendments to Chapter 26 (Zoning) of the West Covina Municipal Code related to allowing second driveways in the "Single-Family Residential" (R-1) and "Residential Agricultural" (R-A) Zones.

Staff recommends that the Planning Commission provide comment and direction as appropriate.

This is the time when any member of the public may bring a matter to the attention of the Commission that is within the scope of duties assigned to the Commission. The Ralph M.
