This is the time when any member of the public may bring a matter to the attention of the Commission that is within the scope of duties assigned to the Commission. The Ralph M. Brown Act limits the Planning Commission and staff's ability to respond to comments on non-agendized matters at the time such comments are made. Thus, your comments may be agendized for a future meeting or referred to staff. The Commission may discuss or ask questions for clarification, if desired, at this time.

HEARING PROCEDURE:

You are encouraged by this Commission to express your views on any matter set for public hearing. It is our procedure to first receive the report of the Planning staff, then to ask for public testimony; first from those in favor of the matter, followed by testimony from those in opposition to it, and, if there be opposition, to allow those in favor, rebuttal testimony only as to the points brought up in opposition. To testify on a matter, you need to simply come forward to the lectern at the appropriate time, give your name, and make your statement. REQUEST: The applicant is requesting an addition to an existing 2,509-square foot single-family home (including a 375-square foot attached garage). The addition is a 55-square foot first-story addition and a 1,458-square foot second-story addition. The house with the proposed addition would be 4,022 square feet (including a 400-square foot attached garage). The project is located in the "Single-Family Residential" (R-1) Zone, Area District IIA.

REQUEST: The applicant is requesting approval of a variance to certain development standards including sign height and sign size. The applicant is proposing to construct a freestanding 227-square foot, 63-foot tall identification sign adjacent to Citrus Street, which will exceed the maximum allowed height of 35 feet and size of 150 square feet. The property is located within the "Service-Commercial" (S-C) Zone.

LOCATION: 555 East Vine Avenue
REQUEST: The General Plan designation is proposed to be changed from "Service and Neighborhood Commercial" to "Low Medium Residential." The zoning designation is proposed to be changed from "Office-Professional" (O-P) to "Single Family Residential" (R-1), Area District II. The property at this location has historically been used as a single-family residence.

APPLICANT: Conrad Banks
LOCATION: 845 South Sunkist Avenue
REQUEST: The project consists of a request for the approval of a tentative parcel map to subdivide one 27,577-square foot lot into three single-family lots. The applicant is also requesting approval of a General Plan and Westside Area Plan amendment to change the land use designation from "Service and Neighborhood Commercial" to "Low Medium Residential" (4.1 to 8.0 dwelling units per acre). In addition a variance is requested to deviate from development standards including lot depth, eight-foot walls in the front and side yard and first and second-story front setbacks. The project is located in the "Single-Family Residential" (R-1) Zone, Area District I.
