A. OTHER MATTERS OR ORAL COMMUNICATIONS
This is the time when any member of the public may bring a matter to the attention of the Commission that is within the scope of duties assigned to the Commission. The Ralph M. Brown Act limits the Planning Commission and staff's ability to respond to comments on non-agendized matters at the time such comments are made. Thus, your comments may be agendized for a future meeting or referred to staff. The Commission may discuss or ask questions for clarification, if desired, at this time.
By policy of the Commission, Oral Communications at this time on the agenda is limited to a total of 15 minutes. Persons who are not afforded the opportunity to speak at this time may do so under Item E later on the agenda.

APPLICANT: City of West Covina
LOCATION: Citywide
The applicant is requesting the second one-year extension of time on the above-referenced item.

HEARING PROCEDURE:
You are encouraged by this Commission to express your views on any matter set for public hearing. It is our procedure to first receive the report of the Planning staff, then to ask for public testimony; first from those in favor of the matter, followed by testimony from those in opposition to it, and, if there be opposition, to allow those in favor, rebuttal testimony only as to the points brought up in opposition. To testify on a matter, you need to simply come forward to the lectern at the appropriate time, give your name, and make your statement. CATEGORICAL EXEMPTION
APPLICANT: City of West Covina
LOCATION: Citywide
REQUEST: The proposed code amendment consists of certain amendments to Chapter 26 (Zoning) of the West Covina Municipal Code related to allowing roominghouses in "Single-Family Residential" (R-1) and "Residential Agricultural" (R-A) Zones.

REQUEST: The project consists of a request to allow dancing within an existing 4,800-square foot restaurant (Ohana-Hou Hawaiian Grill). The project is located in the "Regional Commercial" (R-C) Zone.

CATEGORICAL EXEMPTION
APPLICANT: David and Griselda Gonzalez
LOCATION: 1351 South Siesta Avenue
REQUEST: The applicant is requesting approval of an administrative use permit for a "large expansion," or an addition in excess of 1,250 square feet. The proposal consists of an addition to an existing 1,352-square foot single-family residence consisting of a 972-square foot first-story addition and a 1,345-square foot attached garage. An existing 459-square foot attached garage is proposed to be converted into a porte-cochere. The house with the proposed addition would be 3,210 square feet (including a 1,345-square foot attached garage). The project is located in the "Single-Family Residential" (R-1) Zone, Area District I.
