This is the time when any member of the public may bring a matter to the attention of the Commission that is within the scope of duties assigned to the Commission. The Ralph M. Brown Act limits the Planning Commission and staff's ability to respond to comments on non-agendized matters at the time such comments are made. Thus, your comments may be agendized for a future meeting or referred to staff. The Commission may discuss or ask questions for clarification, if desired, at this time.

By policy of the Commission, Oral Communications at this time on the agenda is limited to a total of 15 minutes. Persons who are not afforded the opportunity to speak at this time may do so under Item E. later on the agenda.

HEARING PROCEDURE:

You are encouraged by this Commission to express your views on any matter set for public hearing. It is our procedure to first receive the report of the Planning staff, then to ask for public testimony; first from those in favor of the matter, followed by testimony from those in opposition to it, and, if there be opposition, to allow those in favor, rebuttal testimony only as to the points brought up in opposition. To testify on a matter, you need to simply come forward to the lectern at the appropriate time, give your name, and make your statement. In addition, please fill out a speaker card provided at the podium so it will facilitate preparation of our minutes. Do not be concerned with your possible lack of experience in public hearings. We are interested in what you say, not your level of expertise as a public speaker. After a hearing has been closed, you may not further speak on the matter unless requested to do so by a member of the Commission.

CATEGORICAL EXEMPTION
APPLICANT: Linda Shiah
LOCATION: 1027 South Novarro Street
REQUEST: The applicant is requesting approval of an administrative use permit for an addition to an existing 2,576-square foot single-family home (including a 400-square foot garage). The addition consists of a 592-square foot first-story addition and a 427-square foot second-story addition, for a total of 1,019 square feet. The house with the proposed addition would be 3,596 square feet. The project is located in the "Single-Family" (R-1) Zone, Area District IIA.

Subsequent to the issuance of the public hearing notice for this item, the applicant submitted a letter withdrawing the application.

REQUEST: The applicant is requesting approval of a variance to certain development standards including sign height and sign size. The applicant is proposing to construct a freestanding 40-foot tall, 303-square foot identification sign adjacent to Citrus Street, which will exceed the maximum allowed height of 35 feet and size of 100 square feet. The property is located within the "Service-Commercial" (S-C) Zone.

APPLICANT: Hector Sanchez
LOCATION: 928 South Glendora Avenue
REQUEST: The project consists of a request for approval of a used automobile dealership, which requires a General Plan amendment to change the land use designation from "Low-Medium Residential" to "Service and Neighborhood Commercial" and a zone change to change the designation from "Single-Family Residential" (R-1), Area District II to "Service Commercial" (S-C). A precise plan is also required to construct a single-story, 528-square foot office building. A conditional use permit is also required for the operation of a used automobile dealership, as well as a variance to deviate from setback requirements.

The project consists of a proposal to change the color palette on the exterior of an existing supermarket located at the northwest corner of Glendora Avenue and Cameron Avenue (Vons). The applicant is also in the process of completing some interior alterations to the store.
