A. OTHER MATTERS OR ORAL COMMUNICATIONS
This is the time when any member of the public may bring a matter to the attention of the Commission that is within the scope of duties assigned to the Commission. The Ralph M. Brown Act limits the Planning Commission and staff's ability to respond to comments on non-agendized matters at the time such comments are made. Thus, your comments may be agendized for a future meeting or referred to staff. The Commission may discuss or ask questions for clarification, if desired, at this time.
By policy of the Commission, Oral Communications at this time on the agenda is limited to a total of 15 minutes. Persons who are not afforded the opportunity to speak at this time may do so under Item E. later on the agenda.
B. CONSENT CALENDAR
This is the time for the public to comment on any item on the Consent Calendar. As Consent Calendar items are considered routine in nature, they are normally enacted in one motion. The Chairperson may remove a questioned Consent Calendar item for separate action.

HEARING PROCEDURE:
You are encouraged by this Commission to express your views on any matter set for public hearing. It is our procedure to first receive the report of the Planning staff, then to ask for public testimony; first from those in favor of the matter, followed by testimony from those in opposition to it, and, if there be opposition, to allow those in favor, rebuttal testimony only as to the points brought up in opposition. To testify on a matter, you need to simply come forward to the lectern at the appropriate time, give your name, and make your statement. In addition, please fill out a speaker card provided at the podium so it will facilitate preparation of our minutes. Do not be concerned with your possible lack of experience in public hearings. We are interested in what you say, not your level of expertise as a public speaker. After a hearing has been closed, you may not further speak on the matter unless requested to do so by a member of the Commission.

CATEGORICAL EXEMPTION
APPLICANT: Dudley and Lillian Vuong
LOCATION: 446 East Merced Avenue
REQUEST: The applicant is requesting an administrative use permit for a large expansion in conjunction with an addition to an existing 1,706-square foot, single-family home (including attached garage). The applicant is proposing a 1,570-square foot, two-story addition. The existing 387-square foot attached garage would be replaced with a new 441-square foot attached garage. The house with the proposed addition would be 3,330 square feet. The project is located in the "Single-Family Residential" (R-1) Zone, Area District II.

APPLICANT: Donald Crouse II
LOCATION: 3035 East Cortez Street
REQUEST: The applicant is requesting a variance to exceed the square footage allowed for accessory buildings. The West Covina Municipal Code allows guest houses up to 640 square feet. The applicant is requesting a variance to allow an 888-square foot guest house (accessory building) that will not provide heating or cooling. The property is located within the "Single-Family" (R-1) Zone, Area District III.

ART IN PUBLIC PLACES NO. 07-02
APPLICANT: Rudy Rivas
LOCATION: 3110 East Garvey Avenue South
Review proposed artwork to be installed in the front yard of a proposed office building. The applicant is proposing to install artwork in the 20-foot front setback, located approximately 10 feet from the front property line. The artwork proposed is a steel sculpture.
Motion by __________ seconded to (approve/deny) artwork presented for 3110 East Garvey Avenue South.
This action is final unless appealed to the City Council within ten days.

STUDY SESSION
CONDOMINIUM CONVERSIONS
The Planning Commission requested a study session to review the possibility of initiating a code amendment to include additional requirements for condominium conversions in the City of West Covina. This study session is to educate the Planning Commission on approaches other cities have taken to address concerns with condominium conversions.
Staff recommends that the Planning Commission provide comment and direction as appropriate.
E. OTHER MATTERS OR ORAL COMMUNICATIONS

Any item that was considered during the public hearing portion is not appropriate for discussion in this section of the agenda. NO COMMISSION ACTION CAN BE TAKEN AT THIS TIME. If the Commission desires to discuss an issue raised by a resident or take an action, the Commission may vote to agendize the matter for the next meeting. The Commission may discuss or ask questions for clarification, if desired, at this time.
