The Mayor and City Council appoint members of the community to serve on the City's various commissions to ensure that a wide cross-section of the community is represented in city government. The five City Commissions are:

Community Services Commission
The Community Services Commission acts in an advisory capacity to the City Council on matters pertaining to the community services needs of the citizens of West Covina relating to public recreational services, cultural activities and special events, youth services, public transportation, neighborhood and human relations and human rights. This Commission also provides the major citizen participation vehicle for the City's Community Development Block Grant program as well as a forum for citizen expression and involvement. This Commission provides input to the Planning Commission on the master planning of Parks, and assists with the acquisition, development and maintenance of park and recreation facilities in the community. Each Councilmember appoints two individuals to this Commission and each appointee serves at the pleasure of their appointing Councilmember. The Commission meets the 2nd Tuesday of each month at 6:30 p.m. Commissioners receive a $100/month stipend.

Human Resources Commission
The Human Resources Commission acts in an advisory capacity to both the City Council and the Personnel Officer (City Manager) in all matters relating to personnel. The Commission may review the recruitment and selection processes for the classified service and they make comments and recommendations regarding such processes. In addition to these specific responsibilities, the Commission may conduct hearings when requested to do so by the City Manager or City Council. In this area, Council has authorized the Commission to make the final determination regarding retirement of public safety employees injured while on duty. Commissioners are appointed by individual Councilmembers and serve at the pleasure of their appointing Councilmember. The Commission meets the 2nd Wednesday of each month at 6:30 p.m. Commissioners receive a $100/month stipend.

Planning Commission
The Planning Commission holds public hearings and is the decision-making body on precise plans of design, variances, unclassified use permits and tentative tract and parcel maps. The Commission serves in an advisory capacity to the City Council, making recommendations on zoning ordinances and map amendments, specific plan amendments and revisions to the General Plan which guide the growth of the City and create a better living environment. Commissioners are appointed by individual Councilmembers and serve at the pleasure of their appointing Councilmember. The Commission meets the 2nd and 4th Tuesday of each month at 7:00 p.m. Planning Commissioners receive $150/month stipend.

Public Arts Commission
The Public Arts Commission serves to oversee the Art in Public Places Program (AIPP). The Commission reviews and renders decision regarding art in public places applications and acts in an advisory capacity to the City Council regarding the administration, implementation and promotion of the AIPP. The Commission would also act in an advisory capacity to the City Council on issues pertaining to the promotion and advancement of the visual and performing arts within the City of West Covina. The Commission consists of a total of seven commissioners, five of which are appointed by individual Councilmembers and serve at the pleasure of their appointing Councilmember, and two members shall be the chair and vice-chair of the Planning Commission. The Commission will meet at a day and time set by resolution of the City Council. Commissioners receive a $100/month stipend.

Senior Citizens' Commission
The Senior Citizens Commission acts in an advisory capacity to the City Council in the identification of the needs of the senior population of West Covina, and reviews and recommends policies and programs to meet those needs. The Commissions also works to increase resident awareness of existing programs and services, providing a channel of information to senior citizens. The Commission serves as a medium through which organizations may exchange information and generate stronger communication throughout the community. Commissioners are appointed by individual Councilmembers and serve at the pleasure of their appointing Councilmember. The Commission meets the 4th Thursday of each month at 3:00 p.m. Commissioners receive a $100/month stipend. In addition, Senior Commission members must be at least fifty (50) years old.
